There are so many different interpretations of this song and the writers may have a different interpretation. We need to keep in mind that the song was written to be put to music. The writers were not Spencer, Shakespeare, or Dickinson. So, there metaphors were weak which doesn't give you a definite sense of meaning.
The best I can do is say it's about a "relationship" based on crazed dancing and drunkenness. The "miller" may be the persona, and his tale is to get this woman into bed (he may give reference to Arthur Miller, famous play write, who can "spin a tale." His playing cards may be his different lines he uses to bed woman, and he wasn't going to let her be a virgin tonight leaving with out sex. She may have been mortified by what she was about to do "turned pale", but this guys lines "tales" were good, and she was drunk.
I heard many interpretations and analyzed many poems, but I would say this interpretation is as good as any.
