What is the probability that you can put these two selected tiles together according to the domino rules?

You choose one domino which has either two different numbers on it,
or the same number twice.
There are 7 of the latter (double 0 through double 6) and 21 of the former.
Then you want to know the probability that a second one chosen
has at least one number in common with the first one.
Two cases:
1) first is a double ... same number on both halves.
There are 6 others with that number on them.
So chance in that case is 7/28 * 6/27 = 1/4 * 6/27 = 1/2 * 1/9 = 1/18
2) second case is not a double:
There are 6 other dominoes with the first number.
and there are 6 others with the second number.
(and no others with both)
So in this case we have 21/28 * 12/27 = 3/4 * 12/27 = 1/3
Overall then we have 1/18 + 1/3 = 7/18 or 38.89 % chance they will match.
In terms of actual numbers:
there are 28 * 27 / 2 pairs of dominoes = 378
and 147 of them have a matching number.
