first my opinion, id think helghast heres my arguement.years on helghan has genetically changed the helghast, there taller stronger look like theyve been taking steroids there whole life and are extremely brutal soldiers. More? there numbers.during the invasion of vecta the helghast outnumbered the ISA 50 to 1.they have a thermonuclear arsenal and are completly merciless.whats the covenent gonna do? send there crab things to helghan? guys theyll suffocate fromt the toxic gasses in the air that the helghast have adapted to. about there ships? helghast arc towers solve that problem.
yeah about the warping? helghast arc towers i beleived i mentiond, super charged radioactove material through computer controlls alows it to fire burning hot plasma into the covenent ships.and the halos they can destroy easily. see? everything the covenent has the helghan have a counter.

They have a massive fleet of ships (they had to compete with nuclear arms on reach, they did and they won) they have gas masks(see grunts and space elites) Their ships can warp ANYWHERE (including the capital) They have massive plasma lasers )capable of melting the surface of an entire world) They can drop on any location(any)
